Apple removed built-in support for many legacy USB-serial chips. For Ucom 208-2, follow this:
Search for "Set up USB game controllers" in your Start menu. Select your device and click . ucom 208-2 driver
Once you have a working driver, back up the installer. Right-click the COM port in Device Manager, go to Details > Driver Key, and save that information.
