Set three years after the original film, the walls surrounding District 13 haven't come down. Instead, the corruption has deepened. The government and a shadowy agency known as DISS are conspiring to spark a civil war within the district to justify "the ultimatum"—leveling the entire area with a nuclear strike to make room for luxury high-rises.
