The most reliable "free" way to unlock the second island early is to ignore the bridges entirely. In Vice City, the bridges are physically blocked by gates that only open after the mission "Phnom Penh '86." However, you can use vehicle cheats to drive right over the ocean.
Once you complete "Riot," a cutscene will play showing the bridges opening (specifically the bridge linking Vice Point to Prawn Island/Downtown). A notification will appear on screen saying something similar to: "Starfish Island and the West Island are now open."
