This is the official way to provide the missing file. Even though the service is dead, the redistributable still provides the necessary DLLs.
The xlive.dll file is a core component of the GFWL framework. Because Microsoft discontinued this service, modern Windows installations do not include it by default. When Battlestations: Pacific attempts to launch, it looks for this file to authenticate your profile and manage saves; when it can’t find it, the application crashes immediately.
